Our Chief Executive, Directors and leading consultants at CPO Pty Ltd have over 25 years of professional experience in Supply Chain Management, Procurement, and Project Management in various industries worldwide. 

Our Chief Executive has held positions in international development including Chief of Procurement World Bank Group, Chief Global Real Estate at the World Bank Group, Director General Services and Procurement African Development Bank, Chief of Corporate Procurement at the Asian Development Bank, and   Regional Chief Procurement Officer of United Nations Development Program (UNDP), Asia Pacific.

Directors have worked in the private sector including roles such as Director of Operations at KMPG, Australia, Strategic Procurement Manager at Chevron Australia, and Head of Business Services at Shell Petroleum Asia Pacific.

Our Chief Executive obtained a PhD from Curtin University, Australia, MBA from Durham University, UK and Honors Degree from University Wales, UK.

Our Chief Executive and senior staff hold professional status including Chartered Fellow of the Chartered Institute of Procurement and Supply (FCIPS), Fellow of the Chartered Institute of Logistics and Transport (FCILT) and Member of the Australian Institute of Project Management (MAIPM).

Transformation of World Bank Group (WBG) procurement through organisational restructure, eProcurement, category management, balanced scorecard including key performance indicators such as efficient procurement cycle times, savings, benchmarking sustainable practices and Corporate Social Responsibility (CSR) metrics.

Leadership of the reform of African Development Bank (AfDB) real estate infrastructure, procurement, and general services with design of new campus, refurbishment of HQ buildings and transformation of facilities and asset management across 54 countries in Africa. Achieved Chartered Institute of Procurement and Supply (CIPS) silver certification for AfDB corporate procurement function.

Procurement reform at Asian Development Bank (ADB) following six strategic improvement themes including organisational structure, category management, eProcurement systems, governance framework, contract management and comprehensive procurement certification and training.

Establishment and leadership of the Regional Chief Procurement Officer (RCPO) role for Asia Pacific for United Nations Development Programme (UNDP) and management of Tsunami projects in Aceh, Indonesia and construction, governance, education, health and sustainability projects across 24 countries in Asia and Asia Pacific.

Energy and Resources

Leadership of supply chain excellence programme in Shell Petroleum in Southeast Asia including global regionalisation program, reform of procurement policies and procedures, eProcurement implementation, inventory management and sustainable practices.

Strategic Procurement Management for Chevron Australia working in support of the Gorgon US$53bn Liquid Natural Gas (LNG) project and US$20bn Wheatstone project. Leadership and establishment and recruitment of supply chain operations structure, policy and procedures, category management, eProcurement, Health, Safety and Environment (HSE) and corporate social practices.

Consultation and procurement reform for natural resources, mining, and oil and gas industries in Australia and Asia Pacific, developing reforms, efficiencies, technology, and restructure.

Health Services

Consultation and advisory services for Department of Health, Western Australia and Queensland for supply chain management, procurement, inventory, and logistics process across state health services.

Procurement implementation of Enterprise Resource Planning (ERP) system and technology for Department of Health Tanzania. Supply and establishment of critical supplies, medical equipment, and pharmaceuticals across East and West Africa on behalf of British Government development.

Leadership of major Facilities Management (FM), Information and Communications Technology (ICT), medical equipment and management of leading hospital contracts in Western Australia. Review and reform of major hospital contract structure and management. Preliminary planning and participation on new hospital design, planning and construction of campus in Western Australia.

Procurement Maturity and Benchmarking (IPMM)

Benchmarking and comparison of procurement and supply chain performance is essential to understand whether procurement organisations and groups perform efficiently and cost effectively.

The Integrated Procurement Maturity Model (IPMM) assesses 12 key criteria of the procurement process under four categories including procurement strategy, organisation and technology, regulatory framework and contract management. The best performing procurement organisations are found to perform highly across all 12 procurement criteria simultaneously and invest in procurement organisations, strategy, governance and technology.

CPO has developed the IPMM after reviewing leading procurement maturity assessment models used in the private and public sectors and designed the model to assess key criteria representing critical aspects of the procurement process that lead to procurement excellence and process best practices.

The IPMM compares the procurement performance of individual organisations and compares the results for the 12 criteria to establish areas of excellence and identify opportunities for improvement.
